Not necessarily a bad sign. Especially if your CB was this week, it could just be that your interviewers didn't get their feedback in before the hiring committee met for the week.

Last year a friend and I interviewed the same day. He received an offer that week, I received one the following week, likely for this reason.

They don't wear suits in a lot of offices, we all still wore suits to OCI.

I suspect that the choices are "Business Casual" or "Business Attire"

i.e slacks and a blazer vs. suit and tie.
