I'm not one to panic, but at what point should people with 0–2 callbacks start hitting the mass-mailing hard? I still have yet to hear from ~15 firms, but half of those firms have already given out at least some callbacks, and out of the remaining 7–8, 2 are fairly extreme reaches--leaving me with 5 firms that are within my GPA range and haven't given out callbacks yet. I don't want to wait around to see how the callbacks I have go (since a complete strikeout is a decent possibility when we're talking about only two callbacks) before I start mass-mailing like there's no tomorrow.

I'm wondering this too. Have 3 CBs but am not a good interviewer, so worried about going 0-3.

I might mass mail a few of the firms I'm pretty interested in that didn't make it out to OCI. Then depending on how the coming days go, start diving deeper in my list.

I don't claim any special knowledge on this topic, but just based on the fact that firms are at the end of the screening process I would recommend doing it sooner rather than later. There's no upside to delaying and the potential downside is that you are too late.

The two people I know with 8+ haven't heard from them yet, so I'm thinking not yet.

Everybody does rolling callbacks. Don't give up hope. Besides, if this whole OCI thing doesn't work out, there are still plenty of other avenues by which to get jobs.
