OCS wants special requests to be targeted, not mass mailing through OGI, so they reserve the right to cut you off. I received my 2L job through a special request to a firm that selected me as an alternate. The value of the special request is that the interviewer reviews it, not the firm's legal recruiter. Thus, if it is accepted, you know right away that the interviewer likes you because he handpicked you. My advice re: special requests:
1. Special request alternates when possible (because the firm just told you that it thinks you're qualified), especially alternates in your home markets.
2. If the firm is sending an interviewer with pull at the firm--such as the chair of the department--the special request would be more likely to turn into a job, assuming you get that person in your corner at OGI.
3. Take time to think about what makes the market and the firm special and attractive to you. Reproducing your cover letter won't cut it.
