Are transcript + writing sample a must when mass-mailing?

I'm under the impression that you provide the transcript when mass-mailing. Not all firms require a writing sample. Providing one might hurt you if they don't like it when they didn't even require a writing sample in the first place. I'm sending my material out without the writing sample.
