Approach contacts early, September-November. All resumes need to go to the person in charge of hiring, or whoever the designated contact is at the firm. However, if you can establish a relationship with someone else at the firm, you can have them forward your resume or physically hand it in for you.

when establishing ties to a specific area, is it ok to mention that your spouse lives there or has just accepted a job in that specific location? or should you just say that you want to be closer to family in the area? thanks!

I would say, "This is where I intend to settle, my family and spouse lives here."

Don't say your spouse JUST accepted a job. You want to make it seem like that area was your plan all along rather than a recent one.
