My default is to not send them, but I like to ask the more junior interviewees if they would be appreciated, and send them if they say "yes."

I meant interviewers not interviewees, and now your quote has memorialized the error I tried to stealth-edit. The moral is that it's hard to edit yourself sufficiently for even a minor task like sending a thank-you note, if you really think small errors might work against you.
