You've boldfaced a requirement for the job. You fail to fulfill that requirement. Why does this require either a poll or further explication?

Fluency IS (not "are") essential...

I wouldn't personally describe an elementary school student level of reading/writing as being "fluent" in reading/writing that language.

HK positions are usually pretty tough to get for non-British system law degree holders, not to mention that you probably need to compete with tons of native Chinese JDs who cant secure employment in US.
