Vault regional rankings question

Hey,
How come when you search the regional rankings in northern california for example, you get a list of 20 firms, and many of them have locations outside of norcal?

cmon folks, need some help. is it just that the firm is based in some other city, but that the norcal office is good?

why are new york firms on the list?
