How many people will take advantage of the Federal Government's program? Is anyone currently working toward this goal?

Is this for public servants only? By "goal" you suggest it's not simply a matter of checking off your job, salary, and monthly payments to arrive at an auto-accept with an auto-quantity of reduction to your monthly payment. Do you know what the deal is?

It's so much more fun to learn by asking people on a forum than just looking something up. :D

Short version: Not designed for nor worth it for people unhappy with their private sector salary.
