State Level Judges

Is it common to apply to state level judges for summer internships (T10 1L)?

Appellate judges, perhaps. I don't think many law students intern with state trial judges. I did that kind of internship before law school.

It depends by state. I know some state trial judges will pool interns and even clerks. So if the coursehouse has 8 judges, you'd work for all of them on a case by case basis.
