1 for sure. None of the points about volunteering for the campaigns are unique enough to warrant their own bullet (since everything you listed is basically what volunteering for a campaign is, you really don't need to explain it).

Definitely the shorter one. The computer skills/basic campaign tasks are wasted space. Resumes are a good way to show what you've done, but they're an even better way to show that you can succinctly communicate your strengths without needless fluff. The one-pager is great!

I've always been told one page for resumes. If the school does interviews this is a good place to talk about your experiences.
