so i was developing this theory where they don't give you fee waivers in the state in which you are a resident since they believe you'll apply anyway, which would explain my lack of NYU or CLS. but i just got Cardozo.

I emailed them asking for one, and they said this:

Dear Tintin:

Thank you for your message and interest in Penn Law. Merit-based fee waivers are made available automatically and require no request; if eligible, we will send an email to the candidate with additional information prior to the official date of application submission (October 1).
