What are chances when you are at 25th percentile for BOTH

is there generally any luck for applicants who are at the 25th percentile for both GPA/LSAT?

non-URM, biochem major at top 20

Generally, no, barring URM status. Schools aren't looking to lower their numbers for USNWR, so they don't like taking people with GPA and LSAT both below 50%. Folks who get in with a 25% GPA generally have a LSAT well above the 50%, optimally at or above the school's 75%. Ditto for "reverse splitters" with a high GPA/low LSAT.
