I went to a small research institution that was completely not accreddited in any form when I was there but it was before I received my first undergrad (from a different institution-obviously without any credits from the first) .
Am I supposed to be reporting that to LSAC?

If it's a pain it will be on you. If it's impossible (so long as you have a first degree from another school) LSAC's transcripts page suggests they can work with that based on a declaration from you.
I'd work diligently to get the transcript and if it looks like it might not be possible reach out to LSAC for guidance.
