Apply to the entire T13 (probably sans HYS), you want as much negotiating power as possible.

Unless you're worried about application fees, just apply everywhere.

As far as scholarships in the lower T13, it's hard to say, especially since your LSAT score is so much better than your GPA. Maybe poke around on Law School Numbers to see how much money, if any, people with similar numbers received. Somewhere like WUSTL would likely give you big money, though.
