I am an international student graduating on December 2017. I have everything sorted out for the 2018 entry application, except for my transcript, which I still have to send to LSAC for their evaluation. The issue is that my school is slow with their grades, and it is likely that I will only receive my spring grades in September. If I desired to apply on September 1st, what would be the harm of sending a transcript without my spring grades?

There won't be any harm in sending an incomplete transcript, especially since you're international where the GPA won't count toward anything. But you will need to update your transcripts when they become available, and again when you've graduated from UG and you've chosen the law school you want to attend (they need transcript verification that you've completed your degree).
