Study Abroad LoR

Gearing up to apply and had a quick question about LoR. I have one LoR from a faculty professor, but the other LoR I am thinking about getting is from a teacher in a study abroad program (U.S. school accredited). I believe he has a master's degree, but not a pHD, and taught me in a full classroom setting. Would it be a good idea to have him be my LoR? Thank you in advance for any responses.

I got one of my LoRs from a study abroad prof and I think he wrote me a MUCH better one compared to my regular uni prof. Personally, I say go for it
