Can someone clarify? I'm confused about the "complainant, party of witness" part of the question? Does that mean if someone else was arrested and I was in the same living quarters that I would need to disclose, even though I did not have any part of the criminal activity/was not arrested?

No. This is talking about your literal involvement in legal proceedings, not your proximity to alleged criminals.
