Submitting a "Why X" statement

So I applied to Vanderbilt but I did not submit a why Vanderbilt essay. I have borderline numbers and Vanderbilt is my top choice. Should I email a why Vanderbilt essay now? I think I might get wait-listed there, should I just wait until I get wait listed?

I'd send it as an "update" to your application. It would also be find to send it as an LOCI.

Should I attach the letter as a word document?

This is fine. You could always wait for your waitlist and use it as a LOCI as well.
