That 40% in-state quota for UVA is no longer accurate. That would've been correct a couple of years ago, but they are no longer obligated to admit a certain number of in-state residents.

Per the FAQ from UVA's admission's website:

Q: Is preference given to Virginia residents?

A: Although Virginia Law is not dependent upon the Commonwealth for its budget, that has not always been the case, so we do aim to favor competitive Virginia applicants when we can.

A couple of years ago the FAQ said they had to admit 40% in-state. Now they aren't required to and just aim to give preference to the competitive Virginia residents when they can. There was a thread on here discussing this a couple of months ago, I can't find it right now but maybe someone else can.

Michigan doesn't have a quota, though residency may be a minor "plus-factor." The percentage of in-state residents in entering classes hovers around 20% but is not fixed:

Michigan residency is a factor in admissions, but it is only a small part. We are a public institution, but we are also highly selective. We are fortunate enough to receive so many highly qualified applicants from Michigan that our incoming classes are composed of about 20 percent in-state residents.

Specifically, the class of 2013 had 23% in-state; 2014 had 22%; 2015 had 17%; 2016 had 20%. See here and here.

The link doesn't seem like confirmation that UVA got rid of it's 40% resident rule. I'm very interested in this supposed policy change.
Any more explicit sources?
