I would apply to a wider range of schools, but I'll be damned if I give LSAC one more dollar.

Has anyone successfully solicited monies for the report fee?

You can't. I think there's a one time LSAC fee waiver based on income (sorta like need based aid, or FAFSA), but if you dont wanna give them any more money, don't apply. We all have to do it.

Are you a URM? If so, I could help you out. There are some financial aid sources available for these things.
