School requires 1 LOR. should I upload 2?

One of the schools I am applying to requires only 1 LOR.

My lsat is above their 25 percentile but my GPA is below their 25 percentile so I will likely be WL or flat out Rejected.
I'm debating how many LORs to submit.
If I was going to be Rejected, would sending 2 good LORs instead of 1 maybe WL me?

I know sending both wouldn't hurt me but my only issue is that if I do get WLed I'd have no new info to send in to try to get off the WL.

IMO, send them both. Being at or below both 25ths definitely puts you in a tough position either way. I would put it all on the table in hopes of getting the admit/WL. You can probably come up with something else to submit down the road if you get the WL (a killer Why X?, etc)

It's a tough spot because as you said you may have nothing new to send should get WLed or decide to reapply. It can depend a lot on what school it is. In case of WL you may be okay only sending a loci and no additional recommendation.
