this is always how it was, but they rarely accepted people that early to really sign up for it. in the past, transfers could go to OCI and sign up for open slots + hospitality suites. problem is that their oci is so early (aug ~6) and the schedules are made ~two weeks before that.

You're also only looking at absolute values, keep in mind Penn is a fairly tiny school.
