Receiving Law School Packets

I know that it's pretty common for schools to send generic e-mails out to apply to their schools etc. I also understand that some of these schools are doing so so that they can look more selective with their numbers. But, what about schools that randomly send their law school info packets? Is this also a way to increase their rankings? Or do these schools actually want us to attend there and that is why they send the entire packet?

They don't care really if you go or not as a person.

I should probably re word that.. do they send those packets to applicants who have high chances of actually getting accepted?

No. They hope to increase the number of students who apply, which means they can look more selective when they reject more people.
