There are definitely better schools that will take your GPA. Focus on your December retake (aiming for at least a 170) and come back in the spring with your best offers.

If you don't improve, you can apply around and see where you get money. Might not be worth going to law school.

Are you a URM? I think you should apply with the score you have right now.
