Would submitting a Why X letter lower your chances of scholarship money?
If the school can see that you are very likely to attend if admitted, wouldn't they be less inclined to offer more money?

I was a strong CCN candidate with an outside shot an HYS. I didn't write why X essays for Duke, NYU, Penn, or Virginia, and I didn't get in to any of them. I wrote why X essays for Michigan, GULC, and NU and I got in to all of them with good scholarship. Ended up deciding between matching scholarship offers from Uchicago & Columbia. Didn't write why X for either.
I would write them if I were you. I feel like it made a difference with most of the T14 for me. However, I seriously doubt that HYS and Columbia/UChi care very much. Maybe NYU is in this group as well, not really sure. NYU didn't like me for whatever reason, but I can't say that the outcome would have been any different if I would have written the why X essay.

I wrote about location and areas the school has that interests me. Is Why Duke supposed to be different than the other Why X's? Their prompt asks "about why you have chosen to apply to law school in general and Duke in particular. We are interested in the factors that have prompted your interest in a legal career and the ways in which you think Duke can further that interest. "

In my opinion (take with a grain of salt, but I like to pretend it's logical): it won't hurt. Worst case scenario is they don't read it and just throw it away.
