I was thinking top 25% or 20% would have a good shot? What other factors come into play when they evaluate transfer applicants?

Also, the reason why so few T13 students transfer (Georgetown has sizable attrition so I'm leaving it out) is because the only possible gain is the new school's OCI, and if you have the grades to transfer up from UVA, then you're already set for UVA's OCI. So there's really no point in transferring, and you'll accrue substantially larger costs attempting to do so. Transferring practically negatives your ability to secure a clerkship, since you'll have already missed Law Review & journal, and you won't have the established faculty network to secure LoRs. For government gigs, it could be beneficial to transfer up to YH, but even there, a top student at UVa has comparable (if not superior) opportunities to an average transfer.
More importantly, you'll be accruing additional debt since you won't receive financial aid at your new school, and needless to say, you'll lose whatever scholarship you had at UVa.
The only reason to transfer up within the T13 is if 1) you're already paying sticker and 2) you do well 1L year but truly hate your school, like loath it, and know that you would have a much happier two years at another school just waiting until you can start your firm job. This occasional phenomenon accounts for the small attrition between top schools every year.
