I think them wait listing you is essentially them making a decision. So no, I don't think it's an effective strategy.

I'm a 0L, but this seems like the opposite of what you'd want to do. Telling them you're accepted at a peer school is basically telling them that if admitted, you are less likely to attend. It's like an anti-LOCI.
