You're fine. Many people write more than one. And Penn really needs you to tell them you love them the most, so more is better, assuming the essays are well executed.

Also, I'm pretty sure a lot of the TLS school profiles are outdated; I would not use them as a primary source of application information.

I can't speak for Penn specifically, but I know lots of times a "General Fee" includes such things as student service fees (registrar, etc.), upkeep fees, capital enhancement fees, student activity fees, and various other things that are hard to put a finger on and may very well never benefit you.
"Technology fees" are generally network upkeep, paying people to run the network, paying for computer upgrades (present or future), printer ink, university televsion, etc.

Oh you don't like paying for all of our fees? Our school actually packages all of those costs together.

Both are equivalent to the service fee that Ticketmaster charges.
