If you're put on the waitlist after applying ED, can you then pursue other ED options, or are you still on the hook for ED at the first school?

If you're not accepted ED, then you are no longer bound by that contract. Being accepted off the waitlist is not equivalent to being accepted directly from an ED app. Once you're moved to the waitlist, you can navigate your apps as you choose.
