Obviously I don't know her rationale, but perhaps she doesn't think she can compile a letter unique from her colleague's. Redundant letters don't hurt, but they certainly don't help. If you had a good relationship with her, she is probably trying to help you out and realized they could write a stronger, more comprehensive letter together. I'd try to get the guy on sabbatical.
