Resume (order of work experience & education)

I'm applying this cycle and am hoping some of you could help with a question about how I should order my resume:

I've been working for the last year as a project manager and want to list that on my resume first as it's had a defining impact on me. With that in mind, it's the focus of my personal statement and my undergrad pre-law adviser feels that education should be listed first. I'm pretty inclined to go with her advice as she's really experienced and it's a gut feeling to list work experience first more than anything. Just want to make sure it's the right move (as I checked out the TLS write-up and it mentioned that people who work should put that first)

What's the standard for people applying with work experience?

I have 4 years of WE and I listed that first, since that is the angle I'm going for in my resume. (Military officer, so I hear they like that.)

Though I doubt it matters.
