Personally, I think that if the third letter is by far the best, you should send it in. However, this seems like a great question for the Q&A with a Former Admissions Officer thread (in this board) which is currently being answered in part by Karen Buttenbaum, former Director of Admissions at HLS.

I'd send it. At the NYC info session, JS said that people who have been out of school 2 ish years could likely send a third letter from an employer.
