This depends on the school a bit. There's a list here
with dates of the first reported waivers last cycle (from this thread
). For Cornell, the only person who reported successfully soliciting a merit-based fee waiver was ChampagnePapi--they're usually unsolicited. If you want to try, you should do that now since I expect they'll be mailing them soon. It might at least get you on their radar for the CRS search if they haven't done it already.
I don't know who solicited Duke. They usually do unsolicited fee waivers and Priority track invites right before the app opens.
For GULC, I solicited two weeks before the app opened, but you could probably e-mail now.
