Willl law schools really accept my GPA after padding it?

I dont understand how a law school can accept my gpa after taking 30 credits this summer and graduating a year and a half late, due to medical reasons, as the same as someone who finished in 4 years with the same gpa?

For example if I graduate in 7 years witha 3.9 would i be accepted over a 3.7 in 4 years, all other things being equal?

The reason is very simple. Schools get something out of your GPA the same way that you do. They can report a higher number for you graduating late with a 3.9 than they can for the 3.7, so you are worth more to them than the 3.7.

Law schools will take who they can get (declining applications). They don't care about your GPA because they think it means you're super awesome (well maybe they do but that's not the primary reason). If your GPA is high they get to report that to US News and World Report and brag about how smart their incoming class is. Higher incoming class = higher US News World ranking = more suckers wanting to go to their school.

Plus, there are lots of people who have good reasons for taking longer to graduate. If schools had to try to parse which people took longer for "good" reasons versus which were "padding" their GPAs, they'd never get anything else done.
