a question about fee waivers?

i filled out the fee waiver form but my request was rejected. i have heard stories of people e-mailing universities, asking them directly for fee waivers, and i have decided to give this a shot.

does anyone know who i should contact...should i contact the law school admission office and ask them for a fee waiver?
