You will do yourself far more damage by submitting a 250/PS that isn't ready than you will by waiting. Dean Asha meant it when she said that there is no conspiracy to convince applicants that it doesn't matter when you submit. It just really doesn't.

Cicero is exactly right. Dean Asha is being straight with you. Don't submit until you feel you've put together the best app you can (assuming you'll feel that way prior to the deadline, of course).
