How much money is too much for a fee waiver?

Hey,

How much money in savings is too much?

I have 26k in UG debt (2k I'd have to pay before LS starts)
~7k in savings
Making 8.25/hr for the past 4 months @ 26 hours a week

that's it. My car has 180k miles on it so maybe I can say I'm looking to buy a new used car?

would HYSCC and UT(in-state) give me a fee waiver based on financial circumstances + merit?

Should I even mention my financial situation considering my savings account when asking?
