I received UVA fee waiver. Apply now or after Feb 13 LSAT?

Hi,

My stats are 155 LSAT / 3.99 LSDAS GPA. And, I am not an URM.

Today, I received UVA (University of Virginia School of Law).
I am not considering Early Decision admission.

Although I have almost no chance of getting into due to my current LSAT score, since I received a fee waiver, I am going to apply.

The question is should I submit my application in November for Regular Decision which I believe a reasonable and kind of early time to apply?
Or, should I submit my application in late February 2013 after my Feb 2013 LSAT comes out?

The thing with applying in November is that what if the admission committee makes a final decision (accept/deny) before my Feb 2013 LSAT score comes out?
Also, let's say that I submit my application in November and notify the admission committee that I will take Feb 2013 LSAT, then they will hold the review of my application file until Feb 2013 LSAT comes out. Then, isn't that exactly the same as just applying in late Feb 2013 after taking my second LSAT, February 2013 LSAT?

Could you submit but request that a decision be held until you retake in Feb?

Yes, I know that is certainly possible.

But, isn't it the same as just applying in late Feb 2013?

Option 1: Submit my application now and request the admission committee to hold a decision until Feb 2013 retake.
Option 2: Submit my application in late Feb 2013 after taking Feb 2013 LSAT.

I think these two options are exactly the same. But, is there any difference? Which option is or looks better in your opinion?
