Fee waiver question

I haven't looked around much, but I was wondering which of the T14 schools give fee waivers to us poors that already got an LSAC fee waiver. I know UVA does, and according to the website so does Columbia and Penn. Basically, does Harvard?

And do you know if I would still have to pay the report fee as a poor? Twenty-one bucks ten times is still a healthy dose of change for me.
