If the question asks you to disclose expunged charges (a lot of them do), then yes.

If you were arrested, then you were arrested. That has nothing to do with whether or not it was expunged.

Correct me if i'm wrong, but isn't not having to disclose the whole point of getting an expungement?

There are some cases where having an expungement means you don't have to answer in the affirmative. Law school apps isn't one of them.
