Yes, definitely. In Canada, they don't have TTTTs, so some of the weaker students study thousands of miles away in Australia, the UK, or the US and then initiate a difficult, time-consuming process that will allow them to practice in Canada. There are foreign law schools (Bond in Australia, for example) that specifically target weaker Canadian applicants. I have no doubt that if we limited the number of law schools here in the US, a significant proportion of weaker applicants would seek out foreign degrees.
