What's your undergrad school like? Competitive? And what's your class rank like? (Even if they don't publish that, at 3.9, you're likely on some honor roll requiring top X%).
Just point out that you clearly do well on papers and exams (cf 3.9 gpa; top x% of class) but do not on standardized tests (40-71%ile)

Don't write an addendum for this.

You certainly could write one, but it won't help.

You are in like the top 75th percentile of takers. How can you say you are a poor standardized test taker?

Take the test a third time, then try that strategy.

you're not a poor standardized test taker. You're an average one.

You can't get in the 80-90% percentile of a standardized test that is only taken by college graduates and complain you suck at standardized tests. You just aren't smart enough to get into a T-14 and you need to accept that.
