with fee waivers in February??? Wouldn't the time to have been doing this be, in say, January?

I would imagine that schools want people to pay to apply if at all possible. Towards the end of the cycle they figure that most of the students who were willing to pay their application fee have already applied (or not applied). Offering fee waivers now enables them to avoid giving fee waivers to students who were willing to pay, while getting more applications form students who were not willing to pay.
