Recommendation timeline?

Hey,
so one of the professors that is writing me a recommendation asked me when the application deadlines are and I made the mistake of telling him they are in the Spring. For some reason he set it as a goal to finish the recommendation by the early spring, besides my insistence that I actually need the recommendation within the next two, three weeks, not anytime before the spring. He will write me a good recommendation, but he just likes to set his own pace and play by his own rules (I can not wait to be out of school, so I will not have to deal with those people anymore!)
I was wondering if the schools will start reviewing my application if I have submitted everything with the exception of one of the LORs. If I have everything sent out by the end of Thanksgiving, but he sends the LOR around the end of December, when is my application going to be reviewed?
