Can I switch my ED app to RD before a decision is made?

I recently called in to a school that I applied to, in an attempt to switch my ED application to RD. A decision has not yet been made yet. The lady on the phone said that I can't switch my application, but I was under the impression that if a decision has yet to be made, I can still switch it. Am I wrong?

I'm hardly the expert here, but I'd think it's a school by school policy. In other words: if the school won't switch it for you, you're SOL.
