Also, the $20K Penn puts up is for the YRP, not the GI Bill. The GI Bill is a fixed amount annually. This year, it's $20,235. The YRP is the amount the school puts in additional. The VA matches the school's YRP contribution as well.
So, for Penn: $20,235 GI + $20K YRP from Penn + $20K YRP from VA = FREE!
