GULC ED w/ 1 letter of rec. apply now or wait 2 weeks?

I'd like to get my ED app off to Georgetown as fast as possible. Unfortunately, one of my LoRs has been lost in the mail and will have to be resent from Vancouver along with my signed LoR form (from Montreal) - this could take a week or two.
My question is this:
Which would be in the best interest of my application? Applying now with only one letter of recommendation? or waiting a few weeks for my second letter to get to LSAC?
To complicate things, GULC has a "hold for LoR from ___" option, but my thinking is that a held application is no different from one sent when the letter of recommendation actually arrives.
Does anyone have any thoughts?
