Other international graduate students have been receiving fee waivers - this year and last - and some have been able to use them successfully. See this thread, for example:

If I was you, I would attempt to use the fee waiver and not worry about it. If LSAC gives you any trouble, act ignorant. I didn't know about this until you mentioned it, and I'm semi-international (although a permanent resident), so it's obviously possible to be ignorant of this information.

LSAC fee waivers and merit waivers are entirely different things. LSAC waivers work across the map and are provided based on proof of financial need. The merit waivers are provided by the schools themselves and you will still pay the $12 LSAC fee. You can use merit waivers.

Semantics. If anyone with true financial need reads this don't let this fully deter you. If you qualify for an LSAC fee waiver, but find you cannot use it at a school I would recommend contacting that school because many schools also provide need based waivers that you could apply for in place of the LSAC need based waiver.

Right, you should still qualify, you just have to fill out extra paperwork.

Wow LSAC bumped it to $16? Clearly they were not already making enough money and I have not looked at the LSAC website this cycle.

I also received this waiver, and I am an International student. I went ahead and transmitted the application and I was able to use the waiver no problem.
