I have begun looking at law schools apps. There are many which offer a scholarship for some program (i.e. BU and its Public Interest Scholarship). While I am interested in this scholarship, due to a lack of time, I do not have time to write extra essays and apply to 25 law schools while I am working full time. If I do not apply for this scholarship, does this hurt my chances? I would guess that submitting a mediocre essay would hurt my chances correct?

Seems as if you are too busy for law school.
Another thought: Quality versus quantity. Why are you applying to 25 law schools if you don't have the time to do scholarship essays ?

simple answer. If you want the scholarship- write the essay.
IF you are too busy to send out 25 applications- narrow yourlist down
